2002年6月7日，卫生部批准中国疾病预防控制中心下设精神卫生中心，设在北京大学精神卫生研究所。
On June 7th, 2002, the Ministry of Health
authorized the establishment of National
Center for Mental Health, China-CDC,
which is located at Peking University
Institute of Mental Health.
2002年10月30日，中国疾病预防控制中心精神卫生中心在北京大学精神卫生研究所正式挂牌。
On Oct. 30th, 2002, National Center
for Mental Health, China-CDC was formally
unveiled at Peking University Institute
of Mental Health.
中国疾病预防控制中心精神卫生中心在中国疾病预防控制中心的业务领导下，受中国疾控中心委托，承担以下职责：
Under the professional leadership of
China-CDC, National Center for Mental
Health, China-CDC is responsible for
the following main duties:
1．为国家制定与精神障碍预防控制相关的法律、法规、规章、政策、标准、技术规范和规划等提供科学依据和决策咨询。
1. To provide scientific evidence and
counseling for establishment of national
laws, policies, rules, regulations,
criteria, and plans related with prevention
and control of mental disorders.
2．指导建立国家精神障碍监测系统，对常见精神障碍的发生、分布和发展的规律进行流行病学监测，建立数据库，定期分析监测结果。
2. To instruct the setting up of national
mental disorder surveillance system
in order to monitor mental disorders,
to constitute database, and to analyze
data regularly.
3．组织制定常见精神疾病的防治方案，对方案实施进行质量监控和效果评估。
3. To organize, monitor and evaluate
preventive and therapeutic algorithm
for mental illnesses.
4．负责精神卫生工作人员的业务指导与技术培训；承担卫生工作中与精神障碍预防控制有关的技术指导。
4. To be responsible for professional
guiding and training for mental health
professionals.
5．负责组织管理与实施精神卫生领域的国内外合作项目及相关的交流活动，引进和推广新技术、新方法。
5. To organize and implement international
and domestic collaborative programs
and exchanging activities.
6．对精神障碍的发生、流行和突发事件进行调查处理，为救灾防病提供技术支持。
6. To investigate and manage prevalence
of mental disorders and emergent events,
and to provide technique support for
prevention and management of disaster.
7．开展精神卫生健康教育与健康促进工作，促进社会精神卫生环境的建立和人群精神健康行为的形成。
7. To promote mental health education
and health improvement, and to facilitate
upbuilding of social mental health environment
and formation of mental health behaviors
in general population.
8．开展与精神卫生相关的应用性科学研究，引进、开发和推广新技术、新方法。
8. To conduct applicably scientific
research, and to introduce, explore,
and apply new techniques and new methods.
9．向社会提供精神健康保健信息、精神健康咨询等专业技术服务。
9. To provide mental health care information
and psychological counseling for general
population.
10．承担精神障碍防治信息的报告、管理和预测、预报。
10. To be responsible for reporting,
managing, predicting and forecasting
preventive and therapeutic information
on mental disorders.
11．承担精神卫生相关产品的技术审核和质量评价。
11. To test and evaluate techniques
and quality of mental health related
products.
12．完成中国疾病预防控制中心交给的其他任务。
12. To fulfill other tasks assigned
by China-CDC.
目前中心下设执委会、政策部、信息监测部、培训部、科研开发部、健康教育部、合作交流部和中心办公室。

Dept. of Research and Development, Dept.
of Public Education, Dept. of Crises
